General principle

If a service produces durable artifacts (signed snapshots, anchors, published records), it may be non-refundable once delivered, because it cannot be “undone” in a public trust context.

Subscriptions

Monitoring services are typically subscription-based. Cancellation stops future billing; prior periods remain payable.
